Special Update: Importance of the CNEEB Application

Posted Date: 11/06/25 (5:09 PM)

The Child Nutrition Eligibility & Education Benefit (CNEEB) Application is the tool used to collect and determine income eligibility status of students in Washington State.

Households may qualify for other benefits besides free meals at the Toppenish School District, such as:

  • Summer EBT benefits (if enrolled in a NSLP/SBP school),
  • Reduced fees for other programs and activities,
  • Eligibility for College Bound Scholarship, and/or
  • Help secure funding for the school district.

Impacts of Changes to SNAP and Direct Certification for Meal Benefits:
As part of the “One Big Beautiful Bill” Act (H.R. 1), Congress has made changes to eligibility requirements for the Supplemental Nutrition Assistance Program (SNAP). These changes are expected to impact direct certification for access to meal benefits in schools nationwide. Estimates in Washington state indicate that more than 10,000 children are likely to lose access to SNAP, and an additional nearly 25,000 children reside in households with a parent that may lose access to SNAP.

Given these impacts, we strongly encourage families to complete the Child Nutrition Eligibility and Education Benefit Application so eligible students do not lose access to benefits.

Impacts of Federal Government Shutdown:
Households of furloughed employees may be eligible for benefits as well. A furlough is a unique situation where households may not have information on the duration of the furlough or the ultimate impact on the household income. While free or reduced-price meal eligibility is intended to reflect actual annual income, applications may reflect the current household situation. We urge families to update their income change on a Child Nutrition Eligibility & Education Benefit (CNEEB) Application.
Citizenship:
  • Household members do not have to be U.S. citizens for children to qualify for free meals.
  • Completing the Child Nutrition Eligibility & Education Benefit (CNEEB) Application has no impact on immigration status.
