Goal: The district graduation rate will increase by 1% per year.

Strategy: Focus on 9th-12th grade failure rate.

·       Better preparations for students entering the 9th grade;

·       Stronger motivation for students to stay in high school if they have success after entry;

Support for student plans, expectations and goals.

Rationale: Research data collected from THS indicates that 1/3 of all failures are first semester freshman. The second semester has 1/6 failing. A partnership of parents, students, schools, and district is required to achieve this goal.
